Purpose of Consultancy The objective of the consultancy is help support and conduct LaoPHA’s in a number of key activities including -strategic review and development long term of 5 years’ strategy of organization included strategic planning. Through this strategy development, it’s expect to draw out the key LaoPHA Scope & Tasks Below are the specific tasks and activities to be undertaken by the consultant: Activity or task  A. Existing strategy review A. Existing strategy review a. Conduct desk review of key documents provided by LaoPHA including past strategic plan, operational plan and budget and relevant assessments/reports etc. b. Develop the interview guide questions c. Familiarize briefly with LaoPHA’s local work in the provincial level d. Develop desk review report outline and share with LaoPHA for feedback to ensure all key aspects are included, including which annexes are required B. LaoPHA longTerm Strategic Plan Development 1. Facilitate a 3 days pre-strategy planning workshop with key stakeholder and LaoPHA key member of Representatives a. Draft an Agenda together for the Strategic Planning workshop b. Discuss and agree for facilitation guide and methodology c. Summarize workshop key finding and develop final report 5 C. LaoPHA Developing Strat & Op Plans 1. Developing Strat & Op Plans with LaoPHA a. Continue working on the LaoPHA 2019-2023 strategic plan with both the costed work plan for 2019-2023 with the LaoPHA ED & Secretariat and board member b. Submit Daft to LaoPHA for their review & comments Deliverables/Outputs 1. LaoPHA strategy desk review summary and full report with an executive summary, key findings, and key recommendations 2. LaoPHA long term Strategic Plan 2019-2023 3. Overall costed 2 years’ Operational plan (2019-2020) at the project level and a Costed 3 year 2019-2021 Operational plan at the outcome levels, along with an M&E Framework and Plan aligned with and Strategic Plan with clear targets and indicators to measure progress 4. LaoPHA contract completion report Selection Criteria Consultant Qualification, Skills, Experience and Role Time 1. Be familiar and understand Lao civil society context and Lao CSO environment 2. Experience designing and facilitating participatory workshop and learning exchange; 3. Experienced in writing strategic plan for civil society development. Prepared date: Nov, 2018 Page 3 of 3 4. Senior-level experience in conducting organisational reviews and developing of review reports 5. Good understanding of organizational development issues in civil society networks or coalition settings and Non-profit Association’s decree and other government development agenda 6. In-depth knowledge of, commitment to, and experience working on HIV related to key affected population and other issues in health and gender 7. Demonstrated ability to consolidate information from multiple sources and synthesise such information into a coherent report. 8. Demonstrated ability to communicate with a wide range of individuals and organisations. Time Scheduling.
