Winrock International is a non-profit organization that works with people in the U.S. and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. By linking local individuals and communities with new ideas and technology, Winrock is increasing long-term productivity, equity, and responsible resource management to benefit the poor and disadvantaged of the world. In 2017, Winrock began implementing the USAID-funded Laos Counter Trafficking in Persons Project (USAID Laos CTIP) as part of the USAID Asia CTIP regional project. Laos is primarily a source country for women, children and men subjected to many types of trafficking and forced labor across the country. The Government’s National Action Plan to prevent human trafficking highlights the importance of providing vocational training, job opportunities and income generation for marginalized and vulnerable groups. One of the primary drivers of risky migration and trafficking is a lack of relevant skills and formal employment opportunities to engage in Asia’s rapidly-growing economy. Winrock is seeking a firm or consultant to conduct a study in four target provinces to identify factors currently affecting supply and demand for skills and jobs of target vulnerable populations. Information may include, but not be limited to the socio-demographic profile of each province, highlighting factors that can affect their vulnerability to human trafficking; the types of companies investing in Lao PDR their labor demands; and how beneficiaries can be linked to jobs. Illustrative sectors to be examined include technology, hospitality, construction, garment manufacturing, mechanics, agriculture, and food processing, especially small and medium enterprises (SMEs). With this information, USAID Laos CTIP will empower at-risk populations and returning TIP victims to gain relevant technical skills.
