DEVISE STANDARD OPERATING PROCEDURES  FOR MOBILE CLINICS FOR PEOPLE WITH PHYSICAL DISABILITIES

COPE works in partnership with the Centre for Medical Rehabilitation (CMR) to increase access to quality
rehabilitation services for people with physical disabilities throughout Lao PDR, focusing on the five
rehabilitation centres nationwide (Champasak, Luang Prabang, Savannakhet, Vientiane, Xieng Khouang).
COPE is currently seeking the services of a Consultant for a total number of 15 days during February/March
2018 to document processes, protocols and procedures in order to devise a Standard Operating Procedures
manual for the mobile clinic programme for people with physical disabilities in Lao PDR.
Key tasks:
 Review background documents
 Conduct briefing sessions in Vientiane with the COPE/CMR project team to prepare for field work and the documentation process
 Accompany the mobile clinic team in the field (Khammouanne Province) to document proceedings
 Write Standard Operating Procedures The consultancy will commence no later than 5th February 2018 and be concluded by 7th March 2018. Full ToR available on request.
Candidate Profile:
 Experience in working with government and non-governmental organisations preferably in the disability and development sector
 Experience of working with communities in remote, less accessible areas with limited resources
 Knowledge of concepts and approaches to rehabilitation, in particular of outreach services/mobile clinics
 Working experience with physical rehabilitation mobile outreach services desirable
 Demonstrated ability in concept design and writing of procedural manuals
 Communication skills, ability to interact with a multi-cultural team
 Fluency in English
 Experience working in Lao PDR and/or South East Asia
